Gaps in the Lifetime Cycle count for MTC controllers.

Issue Description:
There was an issue discovered during testing. A customer reported missed cycles in the cycle log. It was confirmed that there were gaps in the lifetime cycle count. This can only occur when the EOR Retries setting is turned off in the Tool General Settings. That setting was available in ICS, but is hidden for MTC controllers. When a tool is first paired to the controller, this setting is mistakenly turned off. On any change to the general settings, the setting is forced on. For customers who have upgraded to MTC and not changed the Tool General Settings in any way, the tool will send a result once and hope the controller gets it. There will be no retries.
Actions Required:
To ensure that EOR Retries is enabled, make a change on the Tool General Settings screen (change the sleep timeout) and save. This will guarantee that the EOR Retries setting is turned on, and the tool will keep sending the same EOR to the controller until there is an acknowledgment from the controller.
